PMO: portfolio, schedule and GxP evidence under control

A PMO keeps schedule, budget and qualification documentation aligned across several projects. We set one up or run it for a defined period – with governance, templates, status reporting and a validation master plan to Annex 15 that matches project reality.

Our PMO service portfolio

Many programmes fail not on individual projects but on missing oversight: different templates, conflicting status views and qualification documents back-dated after go-live. We deliver a PMO that couples GxP evidence to project progress – temporary for a programme or permanent for your portfolio.

Entry

As-is analysis & PMO concept

Assessment

We capture running projects, existing templates, reporting routes and open findings. That yields a PMO concept with governance, roles and committees – fitted to your organisation, not a textbook model.

Outcome: PMO concept with target state, roles and rollout plan

  • Portfolio snapshot: dates, resources, dependencies
  • Gap to Annex 15 master plan and change control
  • Decision: temporary vs. permanent PMO

Governance

Standardisation & templates

Templates

Uniform document templates, reporting formats and approval workflows across all projects. Project managers work consistently – QA and audit see comparable artefacts instead of one-offs.

Outcome: template set for charter, status, risk and lessons learned

  • Project charter, milestone plan, risk register
  • Approval and escalation routes documented
  • Link to Change Management

Steering

Portfolio & reporting

Status · Risk

Transparent portfolio overview with dates, resources and open decisions. Status reports on a fixed cycle – deviations and escalations named, not hidden.

Outcome: portfolio dashboard and status report in PMO rhythm

  • Prioritisation by risk, resource and regulatory need
  • Facilitation of steering committees
  • Tool assessment: Jira, Confluence, MS Project, GxP fit

GxP

Validation & qualification in the PMO

Annex 15

Validation master plan, qualification documents and change-control cases follow project status – not wish dates. The PMO links milestones to evidence obligations.

Outcome: validation master plan per programme with document mapping

  • VMP/scope, responsibilities, schedule
  • Change control and CAPA visible in the portfolio
  • Link to qualification and CSV

Communication

Stakeholders & escalation

Workshops

Information flow through facilitated meetings, collaboration tools and audience-appropriate updates. Kick-offs, risk assessments and lessons learned are documented – with acceptance across hierarchy levels.

Outcome: communication plan with committees, rhythm and escalation matrix

  • Early bottleneck detection before qualification dates
  • QA, IT, production and vendors included
  • Project newsletters and decision minutes

Operations

PMO run & handover

Run · Handover

We run the PMO in the programme or build it permanently. For a temporary PMO we hand over processes, templates and training – your team can steer the portfolio independently.

Outcome: running PMO or documented handover to your organisation

  • Temporary PMO for investment programmes
  • Permanent PMO with stepwise internalisation
  • Lessons learned for follow-on programmes

What sets us apart: We know the difference between a project plan and audit-ready evidence. That is why our PMO couples GxP documentation to milestones – not after the fact.

Which situation describes your programme?

Choose your scenario – you get a focused entry point with references and contact route.

Investment programme with multiple assets

Governance, portfolio overview and uniform templates across parallel qualification workstreams – before schedule and resource conflicts escalate.

PMO from a single source means one coordination from portfolio through validation master plan – without hand-offs between project leadership, QA and IT.

What you get

PMO concept with governance, roles, committees and decision routes
Template set for project charter, status report, risk register and lessons learned
Validation master plan and allocation of qualification documents per project
Portfolio overview with dates, resources and open decisions
Status report on a fixed cycle, with deviations and escalations named

Who is a PMO for?

We work for project leadership, QA, site management and IT leadership – usually with several parallel workstreams: investment programmes, system landscapes with LIMS/MES/ERP dependencies, or audit findings on project documentation.

Without a PMO, qualification documents are often back-dated after go-live. We couple validation master plan and change control to project status – visible in the portfolio, not in isolated emails.

Regulatory framework: EU GMP, ICH and FDA references

Project governance in GxP work is tied to the evidence obligations in the rules.

PMO and project management: two levels, one programme

The project manager runs one workstream operationally. The PMO standardises and oversees the whole portfolio. In GxP you often need both.

PMO

  • Governance, templates and portfolio overview
  • Validation master plan across projects
  • Status, risk and escalation on a rhythm

Project management

  • Operational lead of a single project
  • Milestones, team and deliverables
  • Execution of qualification and validation

FAQ: Project Management Office (PMO)

What is the main purpose of a PMO?
The PMO sets uniform standards for planning, reporting and documentation and keeps the portfolio in view. Schedule and resource conflicts become visible before they move a qualification date.
What role does the PMO play in GxP?
It embeds evidence obligations in project flow: validation master plan to Annex 15, change-control cases on scope changes, defined document baselines before each milestone. Without that coupling, qualification documents appear after go-live.
How is a PMO different from a project manager?
The project manager runs one project operationally. The PMO has an overarching focus: standardisation, portfolio steering and support for all project leads. Both roles complement each other – they do not replace each other.
Temporary or permanent PMO?
For an investment programme we provide a temporary PMO and hand it over with documentation. For permanent portfolio steering we support the build until your team runs it independently. The choice follows as-is analysis and programme scope.
How does the PMO help with prioritisation?
Governance and criteria for strategic benefit, risk, resource load and regulatory need. Management decides on comparable status reports – not isolated project emails.
What are the first steps?
As-is analysis: running projects, templates, reporting routes, open findings. Then a PMO concept with governance – phased introduction, starting with status report and risk register.
